If the Property Tax Independence Act is brought before the General Assembly and is enacted, the greater-Elizabethtown community will lose local control over its school system and its ability to support the programs and services that are important to our community. In essence, the state would take over funding all schools in the Commonwealth and place a "revenue cap" on district resources. The Elizabethtown Area School District has a long history of being fiscally responsible employing a budget process that balances funding a high quality school system with fiscal responsibility to its taxpayers. Our average tax increase over the last five years is 1.73% including a zero percent increase in one of those years. Factor in increases in the personal income tax and sales tax, as well as the maintenance of a percentage of the property tax, we do not believe the Property Tax Independence Act is a step in the right direction for Pennsylvanians.
